Fire officers from France, Portugal, Italy and the UK learn how to design and deliver simulation training for large wildfires. Fire officers from France, Italy and the UK recently attended a national wildfire exercise held at the Escola Nacional de Bombeiros (Portuguese National School for Firefighters) in Sintra, Portugal to learn how to use simulation technology to train for large and destructive wildfires.
The exercise was held in November 2016 and was organised as part of the IGNIS project (Initiative for Global Management of big fires through Simulation). IGNIS brings together the knowledge and experience of emergency service partners from four different European countries including France, Italy, Portugal and the United Kingdom.
The two year project, financed by the European Commission through the Civil Protection Financial Instrument (Grant Number: ECHO/SUB/2015/718664/PREP01 IGNIS), is developing a simulation tool and training packages that can be used within the partner countries and across Europe to train fire officers in how to safely and effectively command and suppress large wildfires.

IGNIS Partners


The IGNIS partners include France’s National Training School for Fire Fighters (ENTENTE pour la forêt Méditerranéenne (EPLFM)); the Italian National Fire Corps (Corpo Nazionale dei Vigili del Fuoco (CNVVF)); the Portuguese National School for Fire Fighters, Escola Nacional de Bombeiros (ENB) and Northumberland Fire and Rescue Service (NFRS). The four partner agencies are also working closely with two other key partners: XVR, a company specialising in virtual reality training software for education, training and assessment of incident response professionals; and, Katherine Lamb at Effective Command, a charitable organisation specialising in bringing together international best practice in Incident Command development and assessment.
The partnership is currently developing four large-scale simulation exercises. Each exercise will be based in a different partner country and will test the knowledge and skills of incident commanders responsible for commanding the largest scale wildfires that occur in Europe. The four exercises will be complex and involve numerous considerations that test commanders’ abilities to safely, effectively and efficiently manage and deploy resources and to plan and mitigate the potential impacts of wildfires on local communities.


Simulation and assessment tools

The IGNIS partners will spend the next year developing and refining a cost-effective, mobile and easily accessible simulation tool that can be used within all of the partner countries and across Europe. The simulation tool consists of a network of latop computers that run advanced gaming-style software provided by XVR which presents officers with a realistic virtual environment that is as close to real life conditions as possible. Commanders receiving the training will see what they would see at a wildfire incident and will need to use knowledge, skills and experience to gather and process information to make informed decisions on how to safely and effectively command the incident, their sector or team.
To accompany the training tool, the partners have selected to use a robust training and assessment framework provided by Effective Command. This assessment framework is already used to assess incident commanders in a number of countries, including the UK. The end result will be a comprehensive training package that improves and enhances the current training available in many EU countries. By jointly developing a simulation tool that can be used across Europe, the IGNIS partners will enhance the capability for cross-border training involving multiple EU countries, which will in turn will help to improve the coordination and response to cross-border wildfire incidents.


Independent advisory board

To further enhance the joined-up approach being adopted throughout the project, an independent panel of advisors has been recruited to observe, assess and provide constructive feedback on the project activities. This advisory board includes a number of wildfire and incident command experts from Belgium, Croatia, Denmark, Spain and the UK. The experts held their first meeting in France in September 2016 in conjunction with the project partners’ workshop and have already begun providing feedback. The experts bring a significant amount of knowledge and experience to the project and will be specifically tasked with ensuring that the final training packages are appropriate for use across Europe. The panel of experts will also help the partners to promote the project within their own countries and through their own networks.


IGNIS activities during 2017

The next meeting of the IGNIS Project will be hosted by Corpo Nazionale dei Vigili del Fuoco in Rome, Italy. This will be the second national exercise and will be held in May 2017. The exercise will build upon the first exercise held in Portugal and will be run in real-time across three full days. The incident will be complex and will incorporate cross-border assistance from another European nation. Real-life incident commanders from Italy will be assessed during the exercise using the IGNIS simulator and assessment tools. Partners from the project and the project Advisory Board will observe the exercise and provide constructive feedback on how to improve the exercise and assessment process for future exercises. A national dissemination event will also be held during the week where stakeholders from across Italy will be invited to learn more about the IGNIS Project and the exercise.
Later during the project, the final national exercise will be held in Northumberland (UK) in June 2017. This exercise will follow a similar format, but will incorporate different conditions and considerations. The organisation of successive national exercises is enabling the IGNIS partners to raise the profile of the project within the project countries and other EU countries and to progressively improve the exercises and tools being developed.
At the end of the two year project, a conference will be held in Brussels, Belgium to present the final results of the project to a large audience of professionals from across the EU. The IGNIS partners will also launch a European consortium of partners and establish an online IGNIS Fire Simulation Resources Centre. The consortium and resources centre will enable the IGNIS partners to continue to update the simulation training packages so that training remains relevant and available for emergency services for many years to come.

IGNIS-Aktivitäten im Jahr 2017

Das nächste Treffen des IGNIS-Projekts wird von Corpo Nazionale dei Vigili del Fuoco in Rom, Italien, veranstaltet. Dies wird die zweite nationale Übung sein und wird im Mai 2017 stattfinden. Das Manöver wird auf der ersten Übung in Portugal aufbauen und wird in Echtzeit über drei volle Tage laufen. Der Vorfall wird komplex sein und die grenzüberschreitende Unterstützung aus einer anderen europäischen Nation einbeziehen. Echte Ereignis-Kommandanten aus Italien werden während der Übung mit dem IGNIS-Simulator- und Bewertungstools bewertet. Am Ende des zweijährigen Projekts findet in Brüssel eine Konferenz statt, um die endgültigen Ergebnisse des Projekts einem großen Publikum von Fachleuten aus der ganzen EU vorzustellen. Die IGNIS-Partner werden auch ein europäisches Konsortium von Partnern gründen und ein Online-IGNIS Feuer-Simulations- Ressourcen-Zentrum gründen. Das Konsortium- und Ressourcenzentrum wird es den IGNIS-Partnern ermöglichen, die Simulationstrainingspakete fortzusetzen, damit das Training für viele Jahre relevant und für Notdienste verfügbar ist.
