Northumberland hosts international workshop on wildfire
Wildfire specialists from 11 countries from across the world joined Northumberland Fire and Rescue Service officers this week for a special wildfire workshop held in the county.
The event, which took place during the week beginning 19 March 2012, is part of the European Forest Fire Networks Project (EUFOFINET).
This ambitious European funded two-year project, which was launched in October 2010, aims to cover five key themes relating to wildfire through a series of seven workshops.
The Northumberland workshop focused on good practice in fighting and suppressing wildfires. Countries represented at the event included: Greece, France, Italy, Spain, Poland, Denmark, Slovak Republic, Portugal, the Netherlands and the USA. The 40 delegates who took part included fire officers, wildfire specialists, forestry officials, regional government officers and academics.
As part of the week-long programme, Northumberland Fire and Rescue Service led two field demonstrations in the county. The fire service worked in close partnership with the Northumberland National Park Authority to identify suitable locations and develop realistic scenarios based on common situations encountered by firefighters tackling wildfires.
On Wednesday 21 March, a live burn exercise took place on a section of New Moor, near Longframlington. This controlled fire was delivered by Northumberland’s wildfire support officers to demonstrate the use of fire to fight wildfires.
On Thursday 22 March Northumberland Fire and Rescue Service ran an exercise near Linhope, north Northumberland to demonstrate the use of a high volume pump unit and a mobile command unit during a wildfire incident.
A representative from Linhope Estate discussed the management of heather moorland for grouse and the recent construction of a fire pond on the estate. Two volunteer mountain rescue teams within Northumberland also demonstrated the specialist communication systems that they bring to wildfire incidents to assist the fire service.
During the workshop, officers from Northumberland Fire and Rescue Service discussed a number of suppression tools and techniques that have been developed in the county. One of these is the innovative Northumberland Wildfire Prediction System (WPS). WPS is an important management and health and safety tool, which allows both firefighters and fire officers to predict likely behaviour and spread of a wildfire. In addition to explaining WPS, NFRS also discussed other health and safety systems adopted by NFRS at wildfire incidents and Northumberland’s Wildfire Incident Command System. Many of the tools and techniques presented by NFRS were developed in the county and are now being adopted by other fire and rescue services around the UK.
This Northumberland workshop is the penultimate in a series of eight workshops running across Europe as part of the EUFOFINET project. In addition to these workshops, officers have also been developing a European glossary of wildfire suppression terminology. This glossary will be adopted and implemented by all of the EUFOFINET partners, and a number of other organisations throughout Europe. The aim is to improve cross-border working and communication with regards to wildfire. A final conference is planned to run in Brussels in the autumn.
Alex Bennett, chief fire officer for Northumberland Fire and Rescue Service, said: “This event, which has focused on good practice in fighting and suppressing wildfires, has been extremely useful. Working with international partners, this week and throughout the EUFOFINETproject, has allowed us to review our practices, hone our skills and share expertise to ensure that we are equipped and trained to tackle wildfires in the best possible way in Northumberland. We have enjoyed hosting the events and welcoming our international partners to Northumberland. We will now be sharing what we’ve learned with fire services across the UK.”
As part of the event Northumberland also hosted the Fire and Rescue Innovation and Equipment Demonstration Day on Tuesday 20 March. This one-day event, the first of its kind in the UK, ran in conjunction with Fire Times Magazine.
During the roadshow, approximately 100 people, including the EUFOFINET delegates and representatives invited from other Fire and Rescue Services in the UK, met to observe demonstrations of firefighting and rescue equipment. Northumberland Fire and Rescue Service also conducted demonstrations of specialist units and vehicles throughout the day.

Northumberland veranstaltet internationalen Workshop zum Thema Flächenbrand
Brandspezialisten aus 11 verschiedenen Ländern nahmen zusammen mit den hiesigen Northumberland Feuerwehr- und Rettungskräften an einem besonderen Workshop zum Thema Flächenbrand teil.
Die Veranstaltung, die während der Woche vom 19. März 2014 stattfand, ist Teil des „European Forest Fire Networks Project” (EUFOFINET).
Dieses ambitionierte, zwei-jährige Projekt, das von der EU finanziert wird und im Oktober 2010 initiiert wurde, beinhaltete fünf Kernthemen, die in sieben Workshops abgehandelt wurden.
Der Northumberland Workshop konzentrierte sich auf die richtige Praxis bei der Bekämpfung und Unterdrückung von Flächenbränden. Länder, die auf dieser Veranstaltung vertreten waren, sind: Griechenland, Frankreich, Italien, Spanien, Polen, Dänemark, Slowakische Republik, Portugal, Niederlande und USA. Zu den 40 Delegierten vor Ort gehörten Brandschutzbeauftragte, Flächenbrandspezialisten, Spezialisten aus der Forstwirtschaft, Regierungsbeauftragte und Akademiker. Als Teil des einwöchigen Programms führten die Feuerwehr- und Rettungskräfte von Northumberland zwei anschauliche Feldversuche im Landkreis durch. Die Feuerwehr hat eng mit der Parkverwaltung „Northumberland National Park Authority“ zusammengearbeitet, um einerseits einen geeigneten Einsatzort zu finden und anderseits ein realistisches Szenario zu entwickeln, das auf gängigen Situationen basiert, denen Feuerwehrmänner bei der Bekämpfung von Flächenbränden ausgesetzt sind. Am Mittwoch, 21. März, fand eine echte Brandübung in einem Teil des „New Moor“ nahe Longframlington statt. Dieses kontrollierte Feuer wurde von den Northumberland Flächenbrandspezialisten entzündet, um den Gebrauch von Feuer im Kampf gegen Flächenbrände zu demonstrieren. Am Donnerstag, 22. März, hat der Feuerwehr und Rettungsdienst eine Übung nahe Linhope in Nord-Northumberland durchgeführt, um den Einsatz einer leistungsstarken Pumpeinheit (high volume pump unit) und einer mobilen Kommandoeinheit während eines Flächenbrandes zu demonstrieren. Ein Stellvertreter aus Linhope sprach über die Heidelandschaft der Moorhühner und den gegenwärtigen Bau eines Löschteichs in dieser Region. Zwei freiwillige Bergrettungsdienste aus Northumberland haben auch die speziellen Kommunikationssysteme vorgeführt, die bei Flächenbränden zur Unterstützung der Feuerwehr zum Einsatz kommen. Während des Workshops haben Mitarbeiter der Feuerwehr- und des Rettungskräfte von Northumberland eine Reihe von Unterdrückungsmaßnahmen und -techniken diskutiert, die bisher im Landkreis entwickelt wurden. Eine dieser innovativen Schutzsysteme ist das „Wildfire Prediction System – WPS“. WPS ist ein wichtiges Leitungs-, Gesundheits- und Sicherheitsinstruments, das sowohl Feuerwehrmänner und Brandschutzbeauftragten dazu dient, den wahrscheinlichen Verlauf und das Verhalten des Flächenbrandes vorherzusagen. Des Weiteren wurden auch andere Gesundheits- und Sicherheitssysteme diskutiert, die von NFRS angewendet werden. Viele der von NFRS präsentierten Instrumente und Techniken wurden im Landkreis Northumberland entwickelt und mittlerweile von anderen Feuerwehr- und Rettungskräften in ganz Großbritannien übernommen. Dieser Workshop ist der Vorletzte in einer Serie von acht Workshops, die im Rahmen des EUFOFINET Projektes in ganz Europa abgehalten werden. Außer diesem Workshop, haben die Mitarbeiter auch ein EU-weites Glossar für Begriffe aus der Flächenbrandbekämpfung entwickelt. Dieses Glossar wird von allen EUFOFINET Partnern und einigen anderen Organisationen in ganz Europa übernommen und implementiert. Das Ziel ist, die grenzüberschreitende Arbeit und Kommunikation in Hinblick auf Flächenbränden zu verbessern. Eine Abschlusskonferenz in Brüssel ist für den Herbst geplant. Alex Bennet, Brandschutzleiter der Northumberland Feuerwehr und des Rettungsdienstes, sagte: „Diese Veranstaltung, die die richtige Praxis bei der Bekämpfung und Unterdrückung von Flächenbränden thematisiert hat, war äußerst wertvoll. Durch die Zusammenarbeit mit internationalen Partnern während dieser Woche und auch im Rahmen des EUFOFINET Projektes konnten wir unsere Praktiken überdenken, unsere Kenntnisse verbessern und unsere Expertise teilen – insbesondere um sicherzugehen, dass wir bestmöglich ausgerüstet und ausgebildet gegen Flächenbrände in Northumberland vorgehen können. Es hat uns sehr gefreut, diese Veranstaltungen abhalten und unsere internationalen Partner in Northumberland herzlich begrüßen zu können. Wir werden nun unsere Erkenntnisse mit Feuerwehren in ganz Großbritannien teilen.“
Als Teil dieser Veranstaltung war Northumberland auch Gastgeber des „Fire and Rescue Innovation and Equipment Demonstration Day“ am Donnerstag, 20. März. Dieser eintägige Event, der erste dieser Art in Großbritannien, wurde in Zusammenarbeit mit dem „Fire Times Magazine“ durchgeführt. Während der Informationsveranstaltung haben sich ca. 100 Leute, einschließlich der EUFOFINET Delegierten und Stellvertreter von anderen Feuerwehr und Rettungskräften aus Großbritannien, getroffen, um sich Ausrüstungen von Feuerwehr und Rettungskräften anzuschauen. Außerdem hat der Northumberland Feuerwehr und Rettungsdienst auch den ganzen Tag Spezialeinheiten und -fahrzeuge vorgeführt.
